Oracle Corp. has inked a multi-year partnership with quantum computing firm Quantinuum to integrate commercial quantum processing into Oracle Cloud Infrastructure (OCI), marking a significant push into next-generation enterprise computing even as the tech giant faces growing scrutiny over its corporate debt and another round of layoffs.
OCI customers will gain cloud access to Quantinuum’s Helios quantum computer, which will be physically deployed within a U.S.-based Oracle artificial intelligence (AI) data center under terms of the accord. Financial terms and a precise public deployment timeline were not disclosed, though Oracle plans to preview the service in coming months using hybrid quantum-classical programming frameworks.
The partnership aims to combine Quantinuum’s quantum hardware with Oracle’s existing high-performance computing capabilities and graphics processing units (GPUs). Designed to run under standard OCI governance protocols, the hybrid infrastructure will target complex enterprise workloads and support academic research institutions advancing scientific discovery.
Commercially launched in November, Quantinuum’s Helios platform features 98 physical trapped-ion qubits and has demonstrated operation with 48 logical error-corrected qubits. The system boasts an average two-qubit gate fidelity of 99.921%, surpassing the key industry benchmark of 99.9% required for reliable quantum calculations. Quantinuum estimates that Helios operates on less than 1% of the electricity required by conventional supercomputers, offering an energy-efficient solution for specialized quantum tasks.
“We believe the next phase of enterprise computing will be shaped by bringing quantum, AI and high-performance computing together,” Quantinuum CEO Rajeeb Hazra said in a statement, emphasizing that the collaboration creates a deeply integrated environment for hybrid workloads.
However, Oracle’s ambitious technology expansion comes against a backdrop of severe financial strain and heavy corporate leverage. Through late 2025, the company borrowed extensively to fund massive data-center construction projects across Texas, Wisconsin, and New Mexico. Analysts from Morgan Stanley projected that Oracle’s total debt obligations, combined with leased data-center commitments, could triple over the next three years.
Oracle’s debt-to-equity ratio reached approximately 500% — roughly $5 of debt for every $1 of shareholder equity — far exceeding tech competitors like Amazon.com Inc. and Alphabet Inc. To sustain capital expenditure, Oracle issued $25 billion in bonds in February and expanded its credit facility to $10 billion.
Despite these capital raises, financial pressures mounted quickly. In March, Oracle was forced to downsize its flagship Stargate data-center project in Texas after lenders scaled back project financing. That same month, the software giant eliminated roughly 18% of its global workforce in a sweeping layoff wave. Another round is expected soon, according to reports.
By early April, Oracle stock had plummeted nearly 55% from its September 2025 peak. The company’s financial outlook deteriorated further in July when S&P Global Ratings downgraded Oracle’s debt rating to just one notch above junk status. A further downgrade would classify Oracle’s debt as non-investment grade, significantly raising future borrowing costs and limiting access to institutional capital markets just as it attempts to pioneer commercial cloud quantum services.
