As an intense winter storm has gripped much of the United States, federal energy officials have taken an unusual step to protect households from potential blackouts. The Energy Department has authorized the nation’s largest power grid operator to temporarily instruct data centers and industrial facilities to use backup power generation to spare the grid for homes and other essential customers.
The order, signed Monday by Energy Secretary Chris Wright, grants emergency authority to PJM Interconnection, which manages the flow of electricity across a vast region stretching from the Midwest to the Mid-Atlantic. PJM serves more than 67 million people and had warned federal officials that prolonged cold could push demand beyond safe operating limits.
Under the authorization, PJM can instruct data centers, manufacturing plants and other large facilities to switch to on-site backup generators. By reducing their draw on the grid, officials aim to free up electricity supplies and avoid rolling blackouts during periods of peak demand. Two units of Duke Energy received similar authority.
The order comes as freezing temperatures have driven a sharp rise in electricity consumption for heating. PJM has already called on power generators to operate at maximum capability. Wholesale electricity prices across the PJM region surged dramatically, with prices for morning power jumping some 240 percent to over $2,300 per megawatt-hour, reflecting the strain on supplies.
Effort to Contain Price Spikes
While the order is framed as a temporary emergency measure, it builds on groundwork laid earlier this winter. Days before the latest storm arrived, the Energy Department had alerted grid operators that backup generation at facilities such as data centers could be tapped if demand approached blackout levels. Wright described the initiative as part of a broader effort to keep electricity flowing and contain price spikes during extreme weather events.
Using backup power from data centers and industrial facilities is highly unusual. These generators are typically reserved to keep individual sites running during outages, not to support the wider grid. Many data centers operate dozens of diesel generators designed for reliability rather than routine use. Federal officials estimate that, in aggregate, such equipment could provide tens of gigawatts of power during emergencies.
The policy also highlights growing tensions around data center energy consumption, particularly as artificial intelligence and cloud computing drive rapid expansion of these facilities. Data centers are among the fastest-growing sources of electricity demand in the United States, raising concerns among regulators and utilities about grid reliability during both winter cold snaps and summer heat waves.
The authority invoked by Wright is based on federal law that allows the government to direct power generation and distribution during national energy emergencies. Critics, however, have raised questions about emissions and regulatory compliance, noting that heavy reliance on diesel generators could conflict with environmental rules in some states. But the DOE order gave permission to power providers to “operate up to their maximum generation output levels, notwithstanding air quality or other permit limitations.” Administration officials have emphasized the temporary nature of the measure and the priority of keeping critical services online.
Challenges Ahead
The immediate focus is on weathering the storm. Forecasters expect freezing conditions to persist into next week across large swaths of the country. Energy analysts warn that if temperatures fall further or demand exceeds projections, additional emergency actions could follow.
Clearly, the situation highlights the increasing strain on the U.S. power system as it confronts more extreme weather and rising electricity demand. This week’s order may keep the lights on, but it also signals deeper challenges facing the grid as data centers continues to expand to meet the needs of a scaling AI sector.
